Present state of soil and land resources of Russia is considered. Unbalanced increase in the segment of food crops (esp. wheat) to 60-62 % and above in the total cultivated area, high fallow rate in arable land structure, lack of nature conservation technologies reduce the stability of grain harvests. Average volume of fertilizer application amounts about 2 million ton of reactant, and uncompensated expense of mineral nutrition’s elements – about 120 kg/hectare. At the present time agroecological and legal state of former arable areas, exceeding by volume 45 million hectares, is not in full defined.
