Legal basis for the use of unmanned aerial vehicles in the airspace of the Russian Federation for monitoring the status and use of agricultural land. Part 2. Problems and prospects using unmanned aerial vehicles in the agroindustrial complex and for environmental monitoring

The possibilities of unmanned aircraft (drones), new measuring and scanning tools for the formation of a prospective rank of receiving geospatial data, soil-ecological, technological monitoring are indicated. It is in the world trend and is developing everywhere. A high return on the cost of obtaining (acquiring) this information is possible. Prospects and problems of growth of the given market in Russia are estimated. The limiting factors are: legalization of those parameters and characteristics that can be obtained with the help of new digital technologies; not clarity of legal aspects of the use of the apparatus itself. While the area for legislative regulation is new, the existing legal framework is contradictory, security issues are practically not considered in full. The prospects and directions of improving the regulatory legal framework of this activity in the country are shown.
