Soil in the biosphere and in modern Russian law. Communication 3. "Soil" and "fertility" in land management issues

Soils, their condition and fertility should be among the mandatory criteria for the effectiveness of the implementation of land policy and all measures for land management. Updated land management based on digital technologies and geospatial data should become the basis for the use of soil resources in accordance with the Sustainable Development Goals (SDGs). For the implementation of legal norms, as well as their improvement, it is necessary, first of all, to introduce into Russian law a full, scientifically sound and legal (legally significant), general legal, accurate, unambiguous, defined, well-established, non-contextual definition of soil and its fertility as fundamental unique properties. Land management, in turn, should be defined as a set of measures to study the state of soils, plan and organize their rational use, as well as protection.
